Yes, homeschooled kids can go to college, and there are plenty of stories about their successes in Ivy League schools and other universities. Just like regular school attendees, homeschoolers should start thinking about college by the end of 9th grade and look into entrance requirements, tailoring their home studies as necessary. They'll need to have transcripts and test results, and letters of recommendation from teachers or mentors also help. Homeschooled kids who've done an apprenticeship sometimes have an advantage when it comes to college applications. On the other hand, homeschoolers often are open to less conventional approaches to higher education, and may choose "uncollege" options.
