  1. Every year, the United States government runs the Diversity Lottery Program. This program makes immigration visas available to a fixed number of new immigrants from countries with low levels of immigration to the U.S. The exact list of eligible countries is on the State Department's Bureau of Consular Affairs Web site. The State Department selects twice as many people in the lottery as there are immigration visas available because the program only lets you apply - it's doesn't guarantee you entry. If you're selected and successfully complete the visa application process, you then will become a permanent legal resident of the United States. This provides you the opportunity to become a citizen in the future and to bring in your spouse and any unmarried children you have under the age of 21.
