Free enterprise is essentially a synonym for capitalism. People are encouraged to go about their business without the government telling them what to do. The only role the government is supposed to theoretically play is making sure everybody obeys the law and plays nice. The idea is that when people have control of resources, they'll profit from their efforts to make those resources into useful goods and services and everybody wins.
