  1. In 1991, the FCC mandated that all toll-free numbers become portable. This means that any toll-free number holder can switch carriers at will and still keep the same number. Before the mandate, the telephone companies that provided all of the toll-free numbers locked in their customers by not allowing them to take their numbers with them to another telephone service provider.
