ILOVEYOU was a computer virus that hit the Internet a year after 1999's groundbreaking Melissa virus was released. ILOVEYOU was different from Melissa, though, because it didn't need a host program. Melissa relied on Microsoft Word to work, while ILOVEYOU was a standalone program (known as a worm) that could replicate itself. Like Melissa, however, ILOVEYOU originally spread through e-mail.
No one is sure who created ILOVEYOU, but many think it was Onel de Guzman of the Philippines. At the time of Guzman's arrest, the Philippine government had no laws against computer sabotage or espionage. Guzman was released due to a lack of evidence against him, and he has never confirmed or denied responsibility for ILOVEYOU.
