  1. In 507 B.C., during the rule of Cleisthenes, the Athenians began to form what we recognize today as the roots of democracy. It constituted the Assembly, which met on a near weekly basis and was open to any male citizen over the age of 18, and the somewhat more selective Council of Five Hundred, which set the agenda for the Assembly.
