If your basement is unheated, it should have insulation under the living area's floor. If it's heated, there should be insulation in the walls, around the water heater and hot water pipes and around furnace ducts. Insulation of crawl spaces, ceilings, and outer walls also should be checked. To find wall insulation, turn off all circuit breakers, take the cover plate off an outlet, and push a long, thin wooden stick into the wall. If you feel resistance, there's insulation.
